I have an XPage that has a table with 3 rows and 4 columns.  I merged all of the cells of the first row.   After I do that I cannot change the size of the cells in rows 2 and 3.   The only way I seem to be able to do this is to spilt row on back to 4 columns then size my columns.

Is there anyway to do this without splitting the cells?

I do not believe there is another way - this is somewhat a relic of how tables are sized working with a Domino application. It is a frustration I have dealt with as well. What I typically will do is leave all my rows UNMERGED until I am done with all set up and then merge those cells I need to.
